The ministers spoke silently about the war in Ukraine so that they didn't get to spend 15 years in Gulag. Sergei proposed they should use handwritten notes. Chairman Putin didn't want to be seen to close to them, so it too worked out fine. The Kremlin was full of bright ideas that day.
